Owning to the governors protests as a result of the endorsement of executive order in financial Autonomy of the State legislature, judiciary. The proposed bill which was signed into law have however seen the influence, lordship and authority of the Executives over the judiciary reduced. In compliance with section 121 (3) of the constitution of the Federal Republic of Nigeria, 1999 (as amended).
According to reports, the Governors in similar fashion reacted blindly against it because of the legitimate powers conferred on them by the constitution not to even talk of the resources at their disposal. Their actions best explains why their is little or no development at the grassroots level of the government. Furthermore, schedule 4 of the constitution gives room for the local government to function effectively. Regrettably, most of this functional roles have been stolen away by the state government and funds allocated to them have been massively embezzled. Despite the outburst of pleas from the local government calling for financial Autonomy the state governors have subsequently rejected the
petitions even when the Nigeria Financial Intelligence Unit had to come to their rescue to stop the government operating at the top from tampering with funds belonging to the local government. Although, efforts were made to stop the NFIU from Implementing the directive
Distinctively, the Executive order No. 10 of 2020 made it completely compulsory for all States in the Federation should include the allocations of both the legislature and the judiciary in their appropriation laws. The President, Muhammadu Buhari signed the bill into law based on the supreme power vested in him as the president of the federation section 4 of the constitution of the Federal Republic of Nigeria 1999 (as amended).
